To put that into English: Google wants to know if your stuff on your site is good and to figure out who you're trying to help.
Writing that out by yourself, while getting in all the stuff Google wants, can be difficult. There's a whole field of SEO copywriter specialists that spend YEARS learning how to get it right.
So, if your site isn't getting a lot of traffic and you're not in a super competitive industry/area, there's a good chance that your problem is the site's content.
